Founded in 1980 as the Construction Industry Rehabilitation Plan, BuildStrong by CIRP is British Columbia’s only comprehensive Mental Health and Substance Use (MHSU) treatment program and resource provider built for, and by, the unionized construction, trades, and technical industries.
Our services include 1 on 1 clinical counselling, bed-based treatment, and help in finding pain relief, housing, medical, and financial resources.

In 1980, six construction workers created Canada’s first Construction Industry Rehabilitation Plan. In 2025, 45 years later, CIRP has become BuildStrong by CIRP.
This new name is in sync with our continued efforts to address the issues of substance use and related mental health within our industry, and to improve the lives of our members through in-depth treatment plans and industry-focused training.
Though we have a new name and a new look, our focus remains the same. We’ll continue to honour our history, and build upon the legacy and vision of guys like Jack, Lou, Bert, Wayne, Frank and Roland: to improve the lives of our members and strengthen our industry.
